What is business spend management?
Business spend management is the practice of controlling every shilling leaving a business, from the moment someone requests it to the moment it is reconciled in the books. It covers spend policies, approval limits, budgets, supplier payments, employee spending and reporting. Unlike expense management, which mostly processes claims after money is spent, spend management aims to prevent unwanted spending before it happens.
Spend management versus expense management
The two overlap, but they start at different points. Expense management is largely backward-looking: an employee spends, submits a claim, and finance verifies and reimburses it. Spend management is forward-looking: the rules decide what may be spent, by whom and up to what limit, before any money moves.

A complete system covers four things:

- Approval: which requests need a second pair of eyes, based on amount, category or team
- Payment: moving money through bank transfer, card or mobile money without leaving the system
- Record: receipts, coding to a project or cost centre, and reconciliation into the ledger
